“When it comes to critical weather information, I understand what emergency managers need to make decisions,” Jessica explains. “They don’t need complex meteorological explanations; they need precise, actionable data that answers five key questions: What is the threat? What is the impact? Where will it occur? When will it happen? And what is the confidence level in the forecast?”

One of her key goals is to bridge the gap between meteorologists and emergency responders by ensuring that weather data is presented in a way that is practical and actionable for those on the front lines.

Driven by Passion and Purpose

Jessica’s deep-rooted passion for meteorology and emergency management has shaped her impactful career. She studied at Penn State University, earning a Bachelor of Science in Meteorology before beginning her career in broadcast meteorology and local news. She also has a Master of Science in Emergency Management from Millersville University of Pennsylvania

Her transition to emergency management started at the South Carolina Emergency Management Division (SCEMD), where she advanced from Individual Assistance Coordinator to Earthquake Program Manager. She played a pivotal role in responding to major weather events, including the historic 2015 floods and Hurricane Matthew in 2016.

In 2017, Jessica joined Greenville County Emergency Management, where she again rose through the ranks from Emergency Planning Coordinator to Director—the first civilian and first female to hold the position. She led response efforts for hurricanes, winter storms, and flooding events. Most notably, she played a key role in managing the response efforts for Tropical Storm Helene in 2024, which left over 500,000 people without power and caused widespread devastation.

Now serving as the President of the South Carolina Emergency Management Association, Jessica continues to advocate for emergency preparedness and foster collaboration among public safety professionals nationwide.
